. Purpose:
  Hakka Music Video Contest aims at encouraging those who are interested in combining Hakka music with modern technology to create new image of Hakka music, offer new experience of vision and hearing so as to facilitate popularity and diversification of Hakka music.
. Qualification:
  Regardless of age, sex, nation or nationality, anyone who is interested in Hakka culture and intends to show his rich video innovation can participate in this contest.
. Period and Method of Registration:

. Method of Presentation: No restriction. Any film, animation or digital video are acceptable.
. Scoring Standard: Creativity (35%), Hakka culture (30%), Visual art presentation (35%)。
. Award and Rewarding Method:
 
  1. Best Hakka MV: 1, award of NT$300,000 and cup
  2. Best Visual Presentation: 1, award of NT$50,000 and cup
  3. Best Creativity: 1, award of NT$50,000 and cup

Source of Song:
 
  1. Participant can use Hakka songs with authorization offered on website (www.hakkamv.com.tw) of the organizer (no reproducing or amendment is acceptable) or other Hakka songs acquiring authorization (including reproducing, public transit, public broadcasting of the song without restriction of duration or times after wining the prize, so as the organizer can continue to propagate the awarded MV later).
  2. Name of composers of melody and lyric, singer and organization of issue of the song must be provided. Captions of lyric shall be added (28 levels in principle).
MV Submission Format:
 
  1. 8 copies of works in DVD format (which can be played in computer in principle) must be sent with written documents including Registration Form (Letter of Consent enclosed) in registered post. The works shall not be returned.
  2. The nominated must submit uncompressed complete works (DVD-R) in 1040×786 avi for review and being broadcasted in TV channel.
Method of Review:
 
  1. The organizer shall invite 5-7 professionals to establish reviewer committee being responsible for relevant affairs of review.
  2. Review shall comprise two stages: A Preliminary Contest: Declaration of nominated list. B Final Contest: Declaration of Winner list
  3. On-Line Voting: Works shall be posted on internet. One piece winning prize of Most Popular shall be voted.
  4. Declaration of Winner: Winner list shall be declared on website after warding ceremony

Notice:
 
  1. All participants of this contest are regarded as consenting to accept notice and regulation of the contest. In case of any behavior breaching the regulation, the organizer shall disqualify participation or being awarded of the participant and reserve the right to take legal action on any sabotage of this contest.
  2. Submitted works must not be ever sent to participate in other contest, or published or issued (or similar condition). In case of any breaching being discovered during the reviewing period, the participant shall be disqualified. In case the breaching is discovered after rewarding, qualification of rewarding shall be cancelled and award and cup (medal) shall be revoked.
  3. All participants and legal representative must promise not to pirate works of others or break any law. In case of plagiarizing, after being confirmed by reviewer or being reported by relevant owner with verification, the organizer shall disqualify participation or award of the participant with legal liability borne by the participant.
  4. Submitted works must not be entrusted by governmental organization or supported by subvention from governmental organization. In case of any conditions above, the organizer shall disqualify participation or award of the participant.
  5. Number of works submitted by participant is not specified.
  6. In case of using other songs with authority not being acquired by the organizer, Letter of Authorization of the song must be sent with the submitted works. Otherwise the organizer shall disqualify participation or award of the participant.
  7. To show respect to original composer of the music or song, participant must not modify the song (including modifying original rhythm, form, sound effect of the music or song, or arbitrarily overdubbing or editing). Participant must create based on complete music or song to reserve completeness of original music or song. In case of any breaching of the above, the organizer shall disqualify participation or award of the participant.
  8. Music or song offered by the organizer can only be used in this contest. In case any participant intends to use the element, consent of copyright owner of original music or record shall be acquired.
  9. Although copyright of awarded works is owned by the participant, to promote Hakka culture and music, the winner shall authorize the copyright to TV channel (including wireless TV, cable TV and satellite TV) and other devices to publicly broadcast for non-profit purpose without restrictions of duration and times or publicly transmit to Internet for free. The organizer shall be authorized to produce and issue video disk for non-profit promotion. In addition, the organizer shall edit awarded works to piece with applicable length or reproduce the works for relevant promotion.
  10. To promote this contest, all participants shall authorize the organizer for free to publish submitted video in all relevant activities. The winners shall have the liabilities to cooperate with the organizer in relevant activities including promoting activity or media report.
  11. In case the Registration Form is not filled out completely, or submitted works and qualification of participation do not comply with the regulation, or format of the video is not complete, which impact qualification of participation or result of review, the organizer shall regard the participant as forfeiting his right without further notice.
  12. All participants must promise that filled out information or submitted documents are true without and shall not infringement information of third person. In case of any concealment, the participant shall be disqualified and the winner shall also be disqualified with award and cup (medal) being revoked. In case of violation of organizer or any third person, the participant hall be responsible for all civil and criminal liabilities. In case of not being able to notify the message of reward due to mistake of submitted information, the organizer shall be not responsible for any liabilities.
  13. The organizer shall declare nominated list and winner list on website of this contest and notify the nominated and winner to participate awarding ceremony by telephone or email. Participants not being nominated shall not be notified.
  14. In case the award or cost of prize exceeding NT$13,333, the winner shall bear 15% tax. The prize shall not be exchanged with cash. For registration as team, representative designated in Registration Form shall be receiver of the award, prize and cup (medal) and other team members shall not re-apply to the organizer. Award and cup (medal) shall be issued after completion of the contest.
  15. No cheating behaviors is accepted in on-line voting. In case any breaching being discovered, participant wining the prize of Most Popular shall be disqualified.
  16. In case the review committee believed that all works cannot reach adequate level for certain prize, the prize may be cancelled.
  17. In case the song with copyright authorization acquired by the participant does not comply with theme of the contest.
  18. The organizer preserves the right of changing with prize of equal value and modifying content of the contest.
